But a thing to consider is that would essentially make most armor cosmetic and definitely bias looks in destiny more than just the raid gear now. If people don't have the perks to chase then armor drops start to lose meaning. Personally I would enjoy it because I weed out armor by looks and tier so rerolling could give me a lot more freedom with some armors. Less strain on the vault then too though even a set of each is hard to hold on to now.
