I would never consider a Kings Fall weapon for best of anything, except MAYBE Squillium's Terminus. The reason being is that the cocoon takes up a perk slot that could have been used for a much more useful perk (such as rangefinder, counterbalance, head seeker, glass half full, etc.). The biggest mistake of KF weapons is that the cocoon perk wasn't an additional perk similar to the Oracle Disruptor or Hive Disruptor on the old raid weapons.
Furthermore, its hard to call a raid weapon the best of all time when there is too much variability. The fact that the roll isn't static makes it better for some people than it does for others. If it's not a good/static roll, then it doesn't warrant consideration IMO.
