It does have armor. Now it does.
When rise of iron released they gave petra a whole queen armor set.
If you dont believe me? Go rank up the queen then preview the pack. Or google it

Except all legendary this time instead of the arms, legs and Class Item being rare.

I was pleasantly surprised by this as well. Got a sweet set of arms for my Titan with the teardrop emblem on it
