Health regen stops after Shield regen completes

I've attached 3 instances of an issue where shield regeneration begins and completes before health regeneration starts. This causes heath regen to stop. Has anyone else experiences this? I did a quick search and didn't see any posts about it, nor was it noted in the latest update as a known bug. It may be related to certain armor/weapon perks, but I have not done any extensive testing.   • I have experienced this issue on numerous occasions. It's not so much as an issue with certain perk setups it just happens when you are shot as soon you are regenerating your shields thus your health takes a hit but not your shield. The way I've found to fix is, is by getting low enough health where I don't have a shield and then hiding for a full recovery.
