I think the record book is bugged right now; I just hit level 4 but I can only select the level 2 reward again. I can also open it as many times as I want.

Don't know why you can only claim the level 2 stuff, but being able to re-claim it is normal. You'll get the same perks, but the int/str/dis rolls will change, and they'll be 3 light (and give no materials when dismantled) so you can choose the roll you want, and infuse the 340 ones you want to keep.
