Excactly, whats the point if it takes less time to switch to (much more efficient) scout/pulse rifle? Only way this weapon would work is that you should be able to change fire-rate on the go: Advance through rubble while firing enemies with pulse, jump over the boxes and land behind your foe while switching to full auto, proceed to mow them down in close combat when Vandals sniper shot just barely misses your head and you immediately switch to semi-auto.. etc.
