I'm sorry man, but I don't think you can get it back. If it was on your character when you deleted the character it's gone forever, since bungie has a strict no returning lost items policy. Level 40 only takes about 5-6 hours of playing though, and if you play the story you'll use it by the time you finish the taken king storyline.
