Zarya is the best counter I've found for her annoying fat ass. Once she starts spraying you with her ice shit, just activate your personal shield and rush her. She will keep trying to freeze you and all it does is give you more damage.

Tfw Mei is actually a little tiny bit over average, the only heavy thing being her tatas and being a little chubby. Aside from that... Yeah, Zarya is a pretty good counter.

No character should be able to counter every thing that another character can do. That isn't balance. Nor do counters have to kill another character to be a counter. I'm not sure where you got these requirements.

Except it is balance. McCree for example can drop many non-tanks that get close. Roadhog can pull people in for a one shot who don't have any form of barrier. Winston is a guaranteed 1v1 victory against Genji.

For every one you just named, except for Winston vs genji, that isn't a 'reliable kill', as you put it, because the person they are attacking may not be the right health archetype. A counter doesn't have to be a kill, nor does it have to be absolute against everything a character could do against it.

It doesn't matter if you have 200, or 250 health. McCree and roadhog will still insta-kill you before the stun wears off. They are reliable kills, with the only exception being when roadhog's hook is acting strange.

A counter doesn't need to kill nor does it need to counter everything a character can do.

If you don't kill them you aren't countering them, you're blocking them. They can still kill your teammates who aren't right next to you.

If you are doing a very poor job of countering, maybe, but countering is an action which is stops, including killing, something. You can very adequately counter a character and leave them alive if they escape; the goal may be to counter and kill them (as it is with all counters in Overwatch) but just because they didn't get killed doesn't mean they didn't get countered.
