If I didn't make it clear what I am talking about, Destiny the collection upgrade is for people who have all the content/DLC from the xbox 360 edition and are eligible to upgrade to Destiny for the xbox one with all DLC content and the upcoming Rise of Iron when it's coming out for $40 instead of $60 which is a price point I'm okay with. The problem in question, for weeks (most likely more) some people cannot purchase it through the microsoft store, even though they have all the content associated with their gamertag. The whole thing that was advertised is that if eligible, you can pre-purchase and play all current Destiny content on the Xbox One "today" and get the Rise of Iron when it releases. It's posted on the description, and is possible for the full priced non-upgrade Destiny collection, but not for the $40 upgrade version of it.
