Well this isn't a very good video to showcase the vex though. The bullets have very high tracking at a mid to close range and the zen moment kicking in helps as well at optimal range. Test it against some enemies and in the crucible cause the bullets do have a lot of sticky properties themselves if you have a target.

At those points travel time kicks in and makes you miss shots. Vex is consistent at close range only nowadays, where things like TLW and Shotguns dominate it.
