In the current meta, high RoF primaries are the obvious choice. They're more forgiving of missed/non-precision shots, have more flinch, and generally have faster time to kills. What reason do we have to use the low RoF archetypes? Why would I use a weapon that requires more accuracy and is more difficult for less reward?
The first logical change is to increase the flinch per shot for the lower RoF weapons; if I'm unable to shoot as often, each shot should be worth more. Yes, the high RoF weapons should be flinching them more often, but low RoF should have a substantially larger flinch.

Oh god flinch...We shouldn't ask for more flinch unless were also asking for flinch to not increase bloom (that thing that makes you miss even after you accounted for the flinch). Yes, I will concede that flinch needs a re-balancing across all weapons...but the solution isn't to buff it across the board on slower weapons.
