If you're playing on a console that is not your own, on their copy of the game, then the game is "registered" to that other account. Bungie doesn't like the whole shared console/contend sharing thing.
You actually have to have a copy of the game/DLC registered to your own account in order for the Refer A Friend bs to work. Frustrating, I know.

Me and my roommate share the game between 2 systems. Have no issues doing the quest considering the game was bought off my account cause I have the plus membership.

Like I said, if the game license is registered to the account, then that's fine. It's the account that borrows the content that Bungie will block from the Referral thing. That's on their own FAQ page for the Refer A Friend quest.
