I would revive people just cuz. I always help people as the enter a strike or public event cuz it's fun. But to combat that you could reward revives of people that aren't on your fireteam. Chance of engram dropping or something like that

I remember when anyone and everyone patrolling Venus used to stop at the gate to the vault of glass to help you on your way, I've only seen the t-bag thing in pve when someone scores a particularly good sparrow kill.
