I dont think so. In one of the crucible radio bungie said that they are happy with the actual state of the Titans

The most recent one with Wisesenski (spelling?) crucible designer said that he thought the Lightning grenade was probably a little too strong based on current usage.

It doesn't matter if they're happy with it or not. They've opened the floodgates when they admitted to nerfing sunsingers due to "creating frustrating encounters", not actually being overpowering. By using that rationality, bungie set precedent on that being acceptable criteria for considering nerfs and making it easier for those crying for said nerfs to justify themselves.
