I bet the reason they couldnt release this on ps3/360 was because the frame rate dropped too much when they added snow

Probably. Anyone who thought this small DLC was going to completely change things with old Gen dropping was out to lunch.

I honestly think it's a storage space issue. Has very little to do with processing power.
