The Kings are said to be the strongest Fallen house. It was actually the Kings that organized the Fallen alliance that lead to the Twilight Gap. Despite their strength I believe seeing direct action from the Kings is rare so they may be manipulating other houses into doing their work for them.
Aksor is kind of an interesting case though. This is from the Grimoire;

That means the Archon Servants in the Reef were likely acolytes of Aksor and continue to serve Kaliks Reborn, the successor to Kaliks, in his absence.
However thinking that the Kings' Kell is a Warmind or the Nine is just outlandish.

Your talking about the HoW mission The Ruling House right? If so I remember seeing a dead vandal in the refinery with a yellow cape.

Then again, if an eliksni and a guardian (cayde and the exile baroness) teamed up against the hive then I think two houses could set aside their differences.
