This may be a stupid question... But how do you tell the difference between someone who's lagging and someone who's cheating? If it's ruining a crucible game for me, I always only report for bad connection. How am I supposed to know if they're trying to cheat or not?

If you report them for both bad connection and cheating, bungie looks if they have any external hardware hooked to their xbox (a lagswitch) if not, they wont get banned, if they do have one, they get banned. Better to just do both, if theyre red barring, so if the slim chance they ARE cheating, they get met with justice. So, dont worry about it.
