My only thing is that I think that shoulder charge should be on a global timer for cool down versus a life span timer. Being able to get a kill really easily every life with only about 2 or 3 seconds of sprinting is a little much.
I think that to ensure the timer doesn't always increase, a 2 death reset on the timer in addition to the existing timer that resets the required time after not using it would be appropriate. Thoughts anyone?

Correct me if I'm wrong but the cool down timer that increases the time in between uses of each shoulder charge resets when you die. So 3 timers exist for shoulder charge. Use debuff timer: increases time in between uses. Non use buff timer: decreases time between uses if shoulder charge hasn't been used in a certain amount of time. Death timer: resets the use debuff timer when you die, resetting the sprint time before it's activated for use to the original 3ish seconds. So that means if you die your reset only requires about 3 seconds of sprinting before you can use it. That makes it a little easy to spam in pvp. So instead of having the timer reset on death, have it not reset on 1 death, but require 2 deaths to totally reset, in addition to the timer that reduces the time required for use if shoulder charge isn't used.

Seems fair, but what about 3v3 skirmish? Does res reset timer? Does suppression grenade or tether suppression? Too many variables for bungie...

That's a terrible idea. I run shoulder charge and very rarely ever use it, it's not that hard to shut down. Sure it one shots but that's the reward for actually hitting a shoulder charge.
