Not sure if tgis is a bug (a deceptive engram)
My friends and others say there was a quest at the beginning of year 2 giving you a bunch of orders to talk with people around the tower, then at the end you get a deceptive engram which held an exotic, sadly i never got one of these while my buddies did, went on youtube seeing this too.
