First you'll want to try clearing your console cache and restoring your licenses.

Restore Licenses

If this doesn't do anything, please go to the edition you own in the store, if there are any packs not downloaded for some reason, try installing them again.

This seems to be a widespread occurrence. Happened to me last night, waiting to get it fixed. The items aren't even showing up to redownload

I've seen it happen a lot as well, but I've also seen people fix his issue by following these steps. It's possible the issue is different now and these steps don't work.
