How many times have they tried messing with specials and ammo in PvP? I find more people are using specials as their primary now than ever. Primaries have been over nerfed so people are using what kills the quickest and are reliable.
On the other end, I'm finding it harder to kill them. Snipers are a problem, but shotgun runners are as well. I use to just pull my shotgun out and take care of them, but even that was nerfed. The bottom line is, PvP isn't fun anymore.

No ammo on spawn = Icebreaker / Sidearm exploit They go in fix this problem but brings back an old problem by returning ammo. Why couldn't we have no ammo on spawn and no exploit? The way the game is feels like how it was before they removed ammo. No one was using exploit when you started with ammo. I would just like to try the crucible with both in session. I agree that their tweaks to special have not done anything but I feel like it is because they are just going backwards. If any of the patches did anything, it was the removing ammo at start because I never seen so many people kill themselves just to be able to switch from sidearm to sniper to have ammo. Like players were doing some really desperate things. Special ammo is a crutch for players and I don't think Bungie should be supporting such a handicap.
