Items are dropping within 5 above of your overall light. If your class item is 317 but your overall light is 313 then 318 is the best you're going to get.
Edit: just checked your warlock and you're 313, so 318 is the top class item. Once you start getting higher gear in other slots all of your drops will improve.

I should see better drops from now. the main complaint was not even about the light level of the drop, but about the same item. thank you again.

That's just speaking from experience. Raid drops, poe drops, toO, even exotic engrams have all been doing this.
