This game was originally intended for PvE, not PvP. The proof is in the game itself.
First you are forced to play PvE before you unlock it. (unlike any other game franchise that specializes in PvP.)
Second, when crucible is first unlocked it says, "Join the ranks of guardians who hone their skills in lawful combat against their peers." That being said, crucible was originally intended to be a way to practice techniques for a bigger battle (PvE). The reason I say this is because by definition, hone means to make more effective. If you do nothing besides make your skills more effective and don't use them in what they were originally intended for, why even have that skill set to begin with?
According to the definition in the game, Crucible was intended for nothing more than a place to practice (which would improve your skills). Not the entire game.
In conclusion, We really need to at least have some feedback telling us when some new material is coming to destiny, besides just more training.
