Then you don't have an issue with the Bungie server. The only thing they actually control.
It's ironic I work in telecommunications and it's your service provider you need to be talking to about increasing capacity of all towers then Bungie...
So to point? Bungie now is trying to prioritize certain connections based on IP address frequencies to certain servers so the refresh and closer proximity helps counter balance the lose from an internet provider connection due to many internet requests hitting the tower at the same time.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
