Let me clarify something, I think it applies to you as well:
No one has to download the entire 18GB again. No one.
Most people think they are because the screen "Preparing to download" lasts forever and once they see the download they only see the total amount of 18GB.
There are 2 ways of updating a game on PS4:
- Update continuing on all previous ones (like Destiny): each update will start with a long "preparing to download" status, you DON'T download anything during this status! Once the download really starts, you should notice that you are already at +90% of the download. This is because the +90% was already downloaded/installed before.
- Standalone download: this type of download has a relatively short "preparing to download" status. Actual download starts at 0%.
For your info: the download of yesterday was less than 500MB! THat's why it's downloaded in a minute or so once it really starts.
Not 100% sure but I think that's what happened for you as well.

No, I had to download an 18GB update that takes 8 hours, every SINGLE time theres a new patch. I've restored licences, put my PS4 in reset mode, I have LITERALLY done everything everyone has told me to do, and I STILL end up waiting 8 hours for my update to finish.

happened to me too starting yesterday so it's not an isolated issue and it's only destiny no other game does this

Then I suppose your PS4 has an issue. No one should have to download the entire 18GB. As I said, the last update was less than 500MB. Only the total of all updates/patches is 18GB. I've no idea if there are settings for such things on the PS4.
