If Tlaloc's Impact doesn't change when it's perk activates, why doesn't Fabian Stategy's?

When a warlock gets their super, the Tlaloc's exotic perk activates. It's RoF increases, along with its stability. So it becomes a Mida firing archetype with a Vision of Confluence style impact. A super fast, hard hitting, killing machine. This gun is beautifully made with a great exotic perk. Why isn't Fabian Strategy doing the same thing? When Fabian Strategy's perk activates, it changes the RoF [b]AND[/b] impact. It goes from the Hard Light archetype damage (16 damage body shot, and 20 damage on a crit) to the Doctrine of Passing archetype damage. Why can't it keep the impact it has? It doesn't change the TTK by an alarmingly amount. It doesn't make it OP. The Tlaloc is a monster when used right, and the Ace of Spades is an exotic Fatebringer without the elemental burn. The Fabian Strategy is a great idea of a gun poorly executed. If you go to Destiny Tracker, and look up the usage of exotic auto rifles, you'll find it on the bottom. I want this gun to be known not as a sad excuse of an exotic slot, but as a good choice for someone who can use auto rifles well. Does anyone else think the same? EDIT: My mistake guys, wasn't sure about the impact. It's been fixed.
