I had been noticing this happening to me as well on an very consistent basis seemed like it started after one of the recent updates. I thought maybe I was just tripping or something, glad to see its not just me. This is one of several reasons I have quit playing destiny entirely. it's just not fun when you sit there and shoot someone and it doesn't even register about half the time. Just leads to frustration, very disappointing Bungie has just let this game go into a total downhill slide. Stick a fork in her, Destiny is done.
