Who would you get the quest from? And, I think one per account would be enough. Plus, what if someone has life exotic on a bunch of armour because they have 3 hunters? One per account might be enough

Well that's easily remedied, life exotic is a class item perk. At the current infusion rule set, you wouldn't even be able to get like sniper perks on a scout rifle or something, so it would literally be impossible at current standards to get life exotic on anything other than class items... which... I doubt anyone would waste their exotic questline on a class item.
