Exotic bounties don't exist in game anymore. They have been removed with the introduction of 2.0.

No, there are now exotic questslines. They unlock by gathering a certain amount of a material, leveling someone or some unlocks by playing events that are only available some days in the month.

If there's year 2 versions they come from engrams. If not legacy engrams is the only way to obtain them.
