Offering a product that increases player base by level boosting new players deeper into the game from a sales and marketing standpoint is a good short-term idea. Unfortunately this has the long-term affect of devaluing both content and character/player engagement thereby decreasing player base.
Regardless of how some may feel about original content and story it has intrinsic value as the player's character journeyed through the missions, strikes and now quests to progress. This in turn builds a relationship between the player and their character which like art becomes an expressive extension of themselves. By boosting a character to a given level one loses a good portion of this process there by rendering the character disposable and easily replaced.
When player's cease to have an emotional attachment to their characters the story and game itself become disposable.
