You need to complete the story mission 'Dread Patrol' to unlock patrol. It appears after you finish Regicide.

I completed the story missions but can't get Dread Patrol from anyone.

You don't get it from anyone... it just appears on the dreadnaught map in the director.

Edited by Filontar: 12/14/2015 7:46:59 PMJust rechecked in game. I have a mission marker on the greyed out patrolarea and 2 other areas are greyed out as well. One being a story thing the map reads bridge there and one being the strike. But I definitely finished Regicide a good week ago with 2 friends of mine.
