If you believe you've encountered someone cheating in Destiny, please use the in-game Report Player function: https://www.bungie.net/en/Help/Article/12960
You may also report a player for having "Poor Connection"

Sooo basically do nothing because all the in game reporting is useless. We wouldn't have to report people for this if you idiots would have setup dedicated servers or even region based matchmaking.

To Bungie, After spending time in the Crucible this morning (UK time) I am convinced you have cheating going on. In every match where I encountered a player with a "poor connection" (low red bar), they were invincible, or able to teleport in front on you!! For example: even when I was obviously hitting a player, "immune" would flash up around them every shot I made. This wasn't restricted to just one player in a single match, it was consistent. Clearly something suspicious is going on with these so-called poor internet connections. Crucible reeks of it now. And yes, I did report everyone who exploited this issue. Regards.

Yep ran into this before I've had people that will stand there and let me unload into them and will dance and run off they don't even kill me right then. Frustrating for sure.
-
Thank you for the reply. There lies the problem I'm afraid. Does that mean that everyone with a "poor connection" is cheating? If that's the case, you have a real problem with cheating in your game, and I don't have the time to spend it reporting every single person! I just want to play a game that's fun and fair. The Crucible part of Destiny is NOT fun, and definitely not fair.
-
No it doesn't but someone that is blatantly dancing and taunting I'd say is cheating sure as shit.

The biggest issue Destiny has in terms of poor connection is the fact that the lag benifits the red bar player. Other games do not help the lagging player but instead make it hard to play. Far to often players will waste their super or heavy ammo on a player that because of lag isn't actually there. Battle front is a perfect example of how playing with a poor connection should be.

What happens when a player gets reported for poor connection after a few times?
-
They may get temporarily banned
-
And a flawless card in trials
-
That card is useless when the gear they got can't be used. That's the best part of people getting temp banned from trials. They all wonder why the hell the light on their trials gear isn't working, why it can't be equipped.
