I just bought my ps4 today and just wondering how I can get that digital upgrade for free cuz it wants me to pay 40 again

Unless you purchased the digital version of Destiny prior to January 15 2015, it will need to be repurchased. Currently TDB and HoW are eligible for a free upgrade to next generation consoles using the digital upgrade program.
