Have you even played the Wolves quest line? It's pretty clear that the Fallen are NOT allied with the Cabal.

If you are taking the time to link something take the time to link to something more tangible. Something that leans in your direction. Sorry but it is the quest line that proves they are not allies. It is however mentioned that the cabal occupy Mars and have made no further advancement for unknown reasons. It is also directly experienced that the Fallen are not even allied with each other unless they will benefit in the now. Considering the closest to united they have ever been was interrupted by guardians which lead to the capture of their Keel and later his death in the POE I would say a united cause is all but lost. Then the Wolves missions in TtK prove further that they are not allies. Just saying.
