2 RepliesPrison of Elders level 28. You will get between 2 and 6 from the 2 small chests in the treasure room. Leveling up factions give you 4 each time, but unless you have one close to turning over- that can take a while. Pick up all the Vanguard bounties you can- and head to prison.
