First things first: I KNOW they're Year1 engrams and are only for collection purpose.
Anyway, I was missing 4 Y1 weapons: Pocket Infinity, Y1 Fourth Horseman, Queensbreaker Bow and Dreg's Promise.
So I bought 3 Engrams to start with and got QB Bow, Dreg's and...LORD OF WOLVES....sharded it and bought another one, another LoW.
So my question is: these Legacy Engrams are decrypted on what base? What's already present in our collection or in our vault?

Can you get raid exotics off of the legacy engrams? I need the mythoclast still.

Please do not assume that this is JUST bad RNG. The legacy engrams are supposed to be weighted for weapons we are missing. That seems to have worked perfectly for primary and heavy weapons. For special exotics, people are getting a disproportionate amount of Prison of Elders weapons. This suggests that there is a bug in the code. PLEASE look into it rather than immediately dismiss it as bad luck. I am only missing a year 1 4th Horseman, and purchased 4 legacy special weapons: 3 decrypted into Dreg's promises, 1 into a Lord of Wolves.

I am having the same issue.. I needed 3-Y1 exotics (4th horsemen, Dregs Promise and Lord of Wolves). I bought first 2 legacy (all I could hold) and got 4th horsemen and Dregs. Put those in vault and bought another and it came up as Dregs again (sharded). Did this two more times and got 2 more dregs... so that means with 5 legacy engrams I got 1 - 4th horsemen and 4 - Dreg promise and no lord of wolves.. Any idea if I am having bad luck with RNGs or am I missing something?

The Legacy Engrams do have a higher chance to decrypt into exotics you do not own. But it is still based on chance and you can still get items you do already own.

It should be a higher chance of decrypting into something you don't have but that still means you rely on RNG. Bad luck is bad luck or the increase in drop rate wasn't changed substantially.

Its random year one exotic (depending on the type of engram it is).
