Sleeper Stimulant is Vault non-transferable

So in the Destiny App the SS is labeled "Classified" and whenever I try to move it, it just says I can't perform that action so I have to manually go to the tower in order to access the vault to move my SS between characters. Anyone else having this problem?

I just finished charging my agonarch rune and it won't turn into the founts rune thing . Anyone know why?
