Hmmm I don't think so well not for Exotics anyways. I have tested this and it is random, some say if you are higher then 300 you will receive 310 exotic. I am 308 on my hunter and still got 2 exotics 290.
Getting a bit fed up of how EVERYTHING in this game is so -blam!-ing Random. Same with Raids. I got 3 - 300 chest pieces on my Titan, like give me a -blam!-ing break. The shit that drops from raids should adlease be higher then what your current light level is NOT LOWER !

The only way to get something to drop at 310 is being LL 300. But it is still up to chance that it will decrypt are 310. I've decrypted 4 or 5 maybe exotic engrams and I just got gloves for my warlock that decrypted at 310
