Edit 3: Figured it out. Downgraded back to Windows 8.1 and Visual Studios 2013 Express installed fine. Thanks for your concern.

Is a quote by Morpheus in the Matrix. No you can not dodge bullets is also a reference to the Matrix. But it is also a not to Max Payne, a game where you can also dodge bullets. But more on that later... There is also a reference to walking through doors. Where are there doors? Rasputin Bunker. Inside Rasputin's bunker is a matrix-like encrypted message, in hash's, which a player unhased to read the message "Seraph network terminal".... Seraph's are Angels. You need to kill seven harpies with each of the LMG's, in the Rasputin bunker, while wearing the light beyond nemesis helmet. Solved.
