I think they're trying to use the shock of Chiefs death as a uniting cause for the rebels and the UNSC
Do the rebels hate chief as he's part of the UNSC, or respect him for everything he achieved in the war?
Also, it's interesting that this trailer takes place in 2560, and the events with the guardians are still happening

Actually, the trailer is set in 2558, but I think there was an error in the script in real life because there is an in-universe ONI message talking about how the speaker got the year wrong, even though the script was correct. It was posted on the #Hunt the Truth tumblr page.
