Disagree. I am already rank 3 on all of my characters. With minimal effort, other than the week that included crucible you can quickly and easily rank up Gunsmith. I think your expectations may be a bit skewed. It is obviously not intended to be a rank up all the time like a cryptarch especially considering that it guarantees a high level legendary per package. mine have been 295 or higher.
