That doesn't account for a 30 second matchmaking time for a fresh strike team and a 40 minute+ (maybe never) wait for filling an empty slot in an "in-progress" strike. If no one is playing or queing as you suggest, both wait times should be roughly the same. I still feel it's something on Bungie's end with how the matchmaking is functioning.
