They've made Black Hammer not worth having! Nerfing it would be doing something like: * reducing its stability so you are less likely to get the 3 precision hits necessary to trigger the Whitenail effect or * introducing a percentage chance that - even when triggered - Whitenail - may have no effect or * simply decreasing its damage. But with such a small ammo reserve, what Bungie have done is make Black Hammer not worth the vault space. It's ruined.
