They did it with vault.
You won't be able to do it day one anyway
Level 40 won't mean shit without a good amount of light
And that won't mean shit if you don't have 5 other people like yourself.
It's just to give everyone a chance to gear up and get ready.
There is no rip off, you're getting it with TTK, they'd just rather give everyone a chance rather than a few who have no life.

Thank you some one else sees it Lol they think the fame is based around the raid lol we have to level up then get our armor and weapons up to even have the proper requirements to do it it's not going to be there day 1 lol

I'm pretty sure there are a few who would get close if not spot on with the requirements within the first day or two But they are far and few between.

Idk you have to infuse weapons and armor to make them better think it will not be so easy

It definitely won't be easy, but don't underestimate those who have no life (Even if right now I fall into that category)

ranking up from 34 to 40 is nothing...and if you think that acquiring max light gear will be a chore, then you haven't heard how ttk is for casuals now and gear will be so much easier to acquire

Through Legendary marks But they haven't confirmed if you get those through strike playlists If yes, fair enough, if not good luck But you'll need decent armour, infused weapons, level 40, be somewhat along in the new subclasses, decent light level and you'll need to have 5 other people just like that. I'm not saying it's impossible, but it's not like HoW or TDB We're essentially starting again So to give everyone time to level up, gear up etc. They're not giving us a raid day one It's exactly what they did with the Vault. So why bitch about one if you didn't bitch about the other?
