Its pretty obvious to me Bungie dont want you using the crutch weapons on launch.
Not upgrading the crutch weapons a basic psychological ploy to break your habits and make you hunt for the new toys.
I am pretty confident when the dust settles the crutch weapons will get minor upgrades, but just enough to bring them in line with the new stuff.
