It was acquired by completing the 6 Wanted Bounties before the release of House of Wolves.
If you didn't get it before HOW you're probably going to be out of luck. Unless they let you have it through some other means.

I completed all the bounties, as stated. But I have a PERMANENT Queens wrath triangle above the tower Symbol in Director screen. I dont know - its a funny one.
