I believe it is tied to the console you played the beta on. The playstation has no memory of you ever playing a beta while the Xbox one does.

It's tied to the platform 360/xbone or ps3/4. But that isn't cool

This isn't bungies fault. Remember the company are competitors. They want to be as separated from each other as possible.
