I believe that the best thing they could do is have active software that monitors every player's connection. If a player's connection is consistently weaker/slower than the rest of the lobby or drops multiple times during the match, they're removed from the match with an error code similar to what we normally see.
By doing this, there should be a record of the error on the acct that can be tracked, and it will also prevent players from playing PvP if they're unwilling to take the necessary steps to have the proper network services to play PvP legitimately. Obviously the error codes should be different for those that have bad connections versus those that are forcing lag and this would make it easier to figure out who to ban and who to only restrict.
Eventually, those that just have poor internet connections will realize that they'll need to improve their setup to play or will not be able to play. The deliberate offenders will otherwise be dealt with.

Agreed. They need better thresholds for connection/ping/packet loss and drop players from a match that aren't maintaining those thresholds. They can create different error codes that direct people to better understand what actually happened with resources to fix it. You can have the best Internet and a green bar and still rubber band due to packet loss. People don't get that. And they need a new system for host migration. When the host lands on someone that causes the lobby to lag, it needs to move again immediately, not hang out until the full 120 seconds has passed.

If you can't put forth the effort or funds to provide the necessary access, then you shouldn't be allowed to ruin everyone else's experience. It's simply putting the needs of many ahead of the few that won't make that decision on their own.

Going into PvP knowing that makes you liable. That's like driving your car when you know its not mechanically sound and then causing an accident because it fails. That's the considerate thing to do but apparently many gamers aren't considerate these days. I think geographical location can also affect network connections as I'm in the U.S. and have serious issues when facing players from Latin and South America.

I play with players in my fireteam from all over the world so I never expect a perfect lobby but it's always playable unless my Internet or someone else's is just having an off day
