Edit: Slopia got up there with no flying glitch so the following reply is kind of pointless, haha.
There was a few instructional videos around month 2 of Destiny on how to fly in the tower. Many guardians including myself have made it up there.
I think the username of the youtube that I first saw do it was gamers and it was a pretty long time ago.

i know how to do the flying glitch, but we didn't wanna use any glitches in the video because that's too easy
