What? That is the dumbest thing I ever heard.
As a long time starcraft and diablo player I can tell you that is not something that blizzard does.
Blizzard creates balance, and they are damn good, they update and work in their games consistently to create the play styles they desire.
Plenty of nerfs, buffs, and redesigns in both starcraft and diablo.
